Where Will Rush Limbaughs 15 Million Listeners Go Now? – The New York Times

Its starting over, Mr. Harrison said in an interview, noting that conservative radio consumers can simply switch to other popular Limbaugh-like hosts, including Mr. Hannity, Glenn Beck and Mark Levin. (iHeartMedia might not mind: It also syndicates Mr. Beck and Mr. Hannity.)

Mr. Limbaughs success may have ensured his shows eventual obsolescence.

He was the first conservative icon in national media, bringing an ideology more closely associated with elite organs like National Review to a mass audience. His shock-jock antics infuriated Democratic presidents and endeared himself to Republican ones; as early as 1992, President George Bush invited him to spend a night in the Lincoln Bedroom.

Before Fox News and the MAGA internet, Mr. Limbaughs program was the only megaphone for his divisive, hyperpartisan brand of commentary. Theres something magical about the intimacy of radio that younger readers simply cannot possibly appreciate, the commentator Matt Lewis wrote in The Daily Beast after Mr. Limbaughs death, echoing other conservatives who reminisced about childhood listening sessions.

There is no doubt his show remained influential with the Slightly Less Online set, particularly among working-class listeners whose jobs might not afford nonstop access to a social media platform during the business day. Mr. Limbaugh even scored some headlines in December when he mused that the nation might be trending toward secession.

But Mr. Limbaughs latter-day commentary while still ribald and unrepentant was often indistinguishable from that of dozens of other pundits.

He created the genre, which then flooded the market with competitors, some less talented, some more, said Ann Coulter, the conservative provocateur. Only one person can be the pioneer but after that, its dog-eat-dog. (Even Fox News, which long enjoyed a monopoly on conservative TV, has now been forced to contend with upstart rivals, like Newsmax, that appeal to far-right viewers.)

Because he depended on a publicly traded conglomerate for his paycheck, Mr. Limbaugh was also beholden to the kinds of corporate guidelines that fringier online platforms could happily ignore. After the election, Mr. Limbaugh defended President Trumps lies about voter fraud and as late as Inauguration Day insisted that Joseph R. Biden Jr. didnt win this thing fair and square but he stopped short of explicitly calling for violence. It was a guest on The Alex Jones Show who explicitly called for supporters to occupy the Capitol.

Trump returns: How CPAC could fire the starting pistol for the 2024 White House race – The Independent

Donald Trumps post-presidency return to public speaking is finally confirmed. Blessed with his presence will be the Conservative Political Action Conference, or CPAC, the annual convention that pulls together the USs right-wing elite to strut their stuff or blow off steam, depending on their mood.

Now approaching its 50th birthday, CPAC is a project of the American Conservative Union, one of the USs oldest right-wing lobby groups. Designed to bring together conservatives from all over the country to exchange ideas and forge useful relationships, its ostensible main function today is to galvanise the movements disparate groups around their shared issues.

But the conference also has other key functions: it helps sharpen the line between establishment and counter-establishment, tightens the connections between Republican officials and the partys donor class and interest groups, and gives rising stars a chance to show off as they climb the ladder.

On that last point, this years schedule features some telltale names: South Dakota governor Kristi Noem, Arkansas Senator Tom Cotton, Texas Senator Ted Cruz and Missouri Senator Josh Hawley all have solo speaking slots. But with Mr Trump the headline slot on the final day, the four of them are for now being kept firmly in line.

The conference has always been a useful platform for airing out the rights culture war grievances, albeit in an upbeat spirit. Regular speakers over the years have included not just elected officials but leaders from the NRA and other conservative pressure groups, Fox News pundits, and the likes of Ann Coulter, a right-wing provocateur known for adopting incendiary views on race and immigration.

Some of the speakers and groups attending have gone even further beyond the fringe, periodically threatening to derail the conferences reputation. In 2017, CPAC was forced to disinvite Milo Yiannopoulos over remarks he made about intergenerational sex (though his previous antisemitic, racist and misogynistic statements had been no problem).

Its also an ideal stage for Republicans looking to maintain or salvage their national profiles, or at least to stay in touch with the base between election cycles. Back in 2013, coming off Barack Obamas victory over the relatively mainstream campaign fought by Mitt Romney, proto-Trump Tea Party heroine Sarah Palin not yet relegated to has-been status gave one of her reliably earthy, free-associative speeches.

Hes got the rifle, Ive got the rack, she quipped as she discussed her and her husbands Christmas gifts. Then she pulled from under the podium an extra-large Big Gulp cup full of an unidentified substance and took a sip. Venting their rage at Michael Bloombergs proposed cap on large-size soda servings, the crowd went wild.

Sure, its just pop with low-cal ice cubes in it! Ms Palin riffed. I hope thats okay.

Contained in that brief moment is everything that CPAC has become: a forum for venting cultural and political grievance, a chance for leaders to shore up their credibility, and a multi-day rally that gets useful TV coverage for a cheering conservative crowd.

The priorities of the conservative movement shifted radically over the course of the second Obama term. A month into Mr Trumps presidency, the CPAC of 2017 saw Steve Bannon, the far-right co-mastermind of Mr Trumps victory, take the stage for a rare public appearance where he laid the administrations agenda bare for all to see.

Talking of economic nationalism and the imperative to defend sovereignty at all costs, Mr Bannon explained that Mr Trumps cabinet had been chosen to spearhead the deconstruction of the administrative state in favour of consolidated executive power.

But he also laid out the nationalistic creed to which Mr Trump openly pandered as he steadily took over the Republican Party: We are a nation with a culture and a reason for being.

It was at CPACs 2011 meeting, in fact, that Mr Trump gave his first major political speech. At the time, he was aggressively pushing the racist fiction that Mr Obama was not born in the US and therefore could not be considered a legitimate president; on the stage, he took digs at the candidates lined up for the next election and ranted about issues that would animate his campaign when it kicked off four years later, in particular trade with China.

Nine years on, he gave a rambling address to the conference just as the US was starting to feel the impact of the coronavirus pandemic. And not long after the conference closed, it became clear that at least one guest had tested positive for Covid-19.

Hysterical Girl Filmmakers On How Freuds Study Of Traumatized Girl Impacts Today, From Clarence Thomas Hearings To Brett Kavanaugh – Deadline

In the span of just 13 minutes, the Oscar-shortlisted short documentary Hysterical Girl unpacks a lot.

The film directed by Kate Novack not only elucidates one of Sigmund Freuds most famous case historieson a suicidal teenage girl the psychoanalyst called Dorabut how Freuds writing about her continues to impact our culture more than a century later.

We have one foot in 1900, Novack tells Deadline, and we have one foot in 2020.

The documentary draws a link between the Dora case and more recent examples of the reaction to women who have accused powerful menBrett Kavanaugh, Clarence Thomas, Bill Cosby, Harvey Weinstein and othersof sexual misconduct or assault.

Novack observes, I think it then becomes really hard to argue, Oh, no, thats the case from the past, Freud isnt relevant anymore, weve moved on.

As the film reveals, Dora had been sexually assaulted at age 13 by an adult male, a family friend. Doras parents dismissed her story as false, but Freud believed her. Crucially, though, he labeled Doras problem as hysteria, and informed his patient that the trauma she felt resulted from trying to repress sexual feelings aroused by her assault.

This father figure [Freud], this authority figure, responded to her on the one hand by believing that this had occurred, producer Andrew Rossi explains, but by trying to convince her that there was some other reason that it took place, and that actually she wanted it.

Freud interpreted a dream Dora related to him as a fantasy of forced seduction, implying her actual sexual assault amounted to that.

The [film] really is about this young sexual assault survivor having a voice, Novack comments, and about the legacy of Freuds theories in helping to silence and shame survivors.

Freuds conclusions about Dora map onto the notorious 1991 Supreme Court confirmation hearing for Thomas, when Anita Hill testified he had sexually harassed her during an earlier phase in the jurists career. Hysterical Girl intersperses clips of the all-male Senate Judiciary Committee cross-examining Hill.

I find the references to the alleged sexual harassment to be the product of fantasy, Republican Senator Arlen Specter declares. Later in the documentary Specter intones, Miss Hill was disappointed and frustrated that Mr. Thomas did not show any sexual interest in her.

The film includes a rapid-fire succession of similar moments from recent American historyconservative commentator Ann Coulter dismissing Kavanaugh accuser Christine Blasey Ford, Rush Limbaugh branding as a slut a woman who supported insurance coverage for contraceptives. In another brief clip, Paula Jones recounts her fear of accusing President Clinton of sexual harassment when he was governor of Arkansas. Whether its Jones, Hill or Ford, or innumerable other women, such claims have met with knee jerk skepticism.

We live, in a sense, in a world Freud shaped.

He helped to bring systems of disbelieving women into the 20th, and then beyond into the 21st century, Novack says. The Dora case is sort of exhibit A in that trajectory. The Dora case tells that story most vividly in a way that really, sadly I think, lands somewhat seamlessly in the contemporary moment.

The filmmakers cast a teenage actress, Tommy Vines, to play Dora. Instead of costuming her in turn-of-the-20th-century attire, she wears clothes of today, situating Dora not in the misty past but the present.

Tommy was 16 at the time, the same age as Dora, Rossi points out. She seems to embody this youthful fragility, and the whole world is ahead of her.

Dora, whose real name was Ida Bauer, went through 11 weeks of therapy with Freud, but then broke it off.

Dora persisted in denying my interpretation, Freud wrote, ascribing the young womans repeated rejection of sexual advances from her attacker to jealousy and revenge.

Hysterical Girl contains glimpses from films like Last Tango in Paris and Rosemarys Baby directed by mento further illustrate the durability of narratives that purport to explain the psychology and motivations of women.

It can be depressing how deeply embedded these ideas are. Theyre so embedded that they can be invisible, Novack observes. I almost view Freudian thinking, especially around this issue, as like a religionits there, but you dont see it. And so I think that by calling it out and naming it, it can be an important part of the process. I hope that the film can contribute in that way.

The documentary is part of the award-winning Op-Docs series of the New York Times. The newspaper shared a Pulitzer Prize in 2018 for exposing the Harvey Weinstein scandal, reportage that set off a societal reckoning with sexual abuse of women by men in Hollywood and other industries.

[The Times] played such an important role in breaking and really moving along and pushing it to be really an international story, the Weinstein story, Novack notes. For the film to exist on their site, it was a natural audience, and it really meant a lot to us personally to have it there.

The final five Oscar nominees in the documentary shorts category will be announced Monday, March 15. In the meantime, Novack and Rossi are savoring the shortlist recognition.

I hope that it will bring awareness to the film, and that more people will see it, Novack tells Deadline. It means a lot also that maybe some of the filmmaking [choices] resonated with people who are our peers.

To the extent that it is taking a position which is political, and that its taking some formal risks, or is not conventional, its really heartening to have this recognition of the film, Rossi affirms. If people can think about the issue of survivors coming forward and being disbelieved, and from this maybe reconsider some of the entrenched cultural norms, every effort to change that is tremendously important.

While Colbert and Trump have made biting remarks about each other over the years, when Trump was on The Late Show in Sept. 2015, they put their differences aside. But Trump and Colbert's opposing political opinions aren't the reason why he wouldn't ask the former president back. "He played 'the reasonable man.' He's always kinda in persona mode," Colbert said. "Sometimes he plays, like, the 'rallying populist' and other times he plays the 'reasonable man.' Backstage, he's just like some guy you might meet at a club. I mean 'country club,' not like disco. He's very clubbish and he's kind of innocuous in a way. There's nothing particularly remarkable about him."

When it was time for their interview, he wasn't nearly as talkative as Colbert expected him to be. Tucker Carlson: So how many illegal aliens are really in the US? – Fox News

Have you ever noticed thatnobody in Washington can agree on a number? You would think that people with functioning calculators could come to similar math- based conclusions once in a while, but not in D.C. Try getting a consensus on unemployment projections or consumer confidence levels frommembers of Congress. You can't even get a straight answer on how many troops will be occupying the Capitol three months from now, and that's something they directly control.

With all of that in mind, it's pretty amazing to watch virtually everyone in Washington, Republican and Democrat, repeat precisely the same number when discussingone of the most critical problems that we face. That number is 11 million. That number, they tell us, is exactly how many foreign nationals currently live here illegally.

It's almost like a script now. People have different views on what we ought to do about illegal immigrants, but nobody questions how many there are. There are 11 million, period.

A month before last year's presidential election, Joe Biden promised: "Within 100 days, I'm going to send to the United States Congress a pathway to citizenship for over 11 million undocumented people, and all of those so-called Dreamers, those DACA kids, they're going to be immediately certified again to be able to stay in this country and put on a path to citizenship."

TRUMP, AT CPAC, EXPECTED TO HAMMER BIDEN ON IMMIGRATION, CHINA

Joe Biden is in the White House now. His party controls everything, so he can make good on that promise and he plans to do so. In fact, it's one of the very first things he's doing. How's it going to affect you?

First of all, it's kind of a big deal. All but seven U.S. states have fewer than 11 million people living in them. We're not just talking aboutWyoming and South Dakota, but states likeVirginia, Georgia, Michigan, New Jersey, Massachusetts and so on.What will this cost?It's kind of hard to know the real answer, but if you're trying to put the math together, be sure to factor in the free health care.

It doesn'ttake an economist to know that giving free "health care" to11 million new people could easily capsize theU.S. economy. As Milton Friedman once wisely noted, you can have a welfare state or you can have open borders, but you cannot have both. However, we're getting both. We may, in fact, be getting a great deal more than that.

We all assume that 11 million is the real number of illegal aliens in this country, but is it? No, it's not. In fact, it's a totally fake numberwhich people endlessly repeat eitherbecause they are badly informed or dishonest. They've been repeating that number formore than 15 years.

WHITE HOUSE SAYS BIDEN BACKS CITIZENSHIP FOR 11 MILLION IMMIGRANTS AHEAD OF BILL UNVEILING

In 2005, the Pew Research Center announced that "the undocumented population has reached nearly 11 million." The weird thing is that 12 years later, Pew had roughly the same estimate. That should have been a tell that the number itself was fraudulent.

In 2018, the Department of Homeland Security, which exists to track numbers like these, played along with it and put the number of illegal aliens in the U.S. at somewhere around 12 million. Yeah, right. In April 2019, then-DHS Secretary Kirstjen Nielsen admitted on "Tucker Carlson Tonight" that "we do not know" exactly how many people are living in this country illegally.

So what's going on here? Here's what we found:Pretty much everybody who talks about immigration is using the Census Bureau's annual American Community Survey to estimate how many illegal immigrants live in this country. The Census Bureau tallies up the number of foreign-born people they've identified who live in this country, then estimate or subtract the number of foreign-born people known to be in the U.S. legally. Bingo, 11 million.

The problem is this method of calculation is bound to be wrong. Many illegal immigrants don't respond to census takers. Why would they say they're here illegally? Robert Groves, the former director of the Census Bureau, summed up the reality this way: "There isno magic bullet that anyone has discovered to count this population [illegal immigrants]. This is really very difficult to estimate."

Now, many of the studies projectingthat only 11 million illegal immigrants live here, have, in fact, acknowledged that the census is not perfect. Yet strangely, they assumed that it was pretty close to perfect. Specifically, they operated on the assumption that only about 10%of illegal immigrants weren't being captured by census takers. Put another way, their models assumed that 90%of the people living in this country illegally were willing to cooperate with census takers.

Now, that seems like a ridiculous assumption, but there's a reason. Ann Coulter explains that reason in her book "Adios America," which even now is one of the few serious explorations of this topic. It turns out that researchers have been relying on a 2001studyfunded by the University of California. That survey asked829 people born in Mexico and living in Los Angeleswhether they responded to census interviews. The majority of them said yes.

Here's the amazing thing. Nearly 40%of those households refused to answer the survey at all. In other words, all the assumptions that there are 11 million illegal immigrants in this country are based on a separate assumption: That 90%of illegal immigrants are willing to cooperate with the Census Bureau. That assumption, in turn, is based on a survey showing nearly half of all illegal immigrants refused to fill out the survey. This is bad math at the very least.

BIDEN HHS PICK BECERRA SAYS TAXPAYER-FUNDED HEALTHCARE FOR ILLEGAL IMMIGRANTS NOT SUPPORTED BY LAW

In 2018, researchers at Yale and MIT decided to update the methodology using "operational data" such as deportations, visa overstays, demographic data, death rates, immigration rates, etc. They combined them and used a mathematical model to establish a range of estimates.

How many people live here illegally? Here's what they found: "After running 1,000,000 simulations of the model, the researchers' 95%probability range is 16 million to 29 million,with 22.1 millionas the mean."

In other words, the estimates that we've been relying on for decadescould possibly --in fact, may likely -- be off by more than 18 million people. There could easily be 30 million (or more) illegal immigrants living in this country. That's more people thanlive in the entire state of Texas.

So how would amnesty for that many people affect our "democracy"? In effect, it would end our democracy. People who have lived here all of their lives, paid taxes, followed the rules, been good citizens, would find their votes diluted to the point of irrelevance. (It would mean an instantaneous end to African-American political power, for one thing.) It would also ensure permanent rule by the Democratic Party, which is the point of it.

HOW TRUMP CLINCHED FLORIDA VICTORY WITH HELP OF HISPANICS

By the way, back in 2005, Bear Stearns, one of the most prominent victims of the 2008 financial collapse, estimated the total illegal immigrant population to be as high as 20 million. Here was their top-line finding in that study:

"Our research has identified significant evidence that the census estimates of undocumented immigrants may be capturing as little as half of the total undocumented population. This gross undercounting is a serious accounting issue which could ultimately lead to government policy errors in the future."

"Government policy errors"likegiving amnesty to 11 million who are actually 30 million? Yeah, that could qualify.

TUCKER: UNDER BIDEN, YOU NEED A NEGATIVE COVID TEST TO ENTER US -- UNLESS YOU'RE AN ILLEGAL ALIEN

The Bear Stearns study did not rely on census data. Instead, they looked at bank transfers, remittances from the U.S. to Mexico. They wanted to capture the number of payments from illegal aliens living here to their families back home. Here's what they found:

"The rate of increase in remittances far exceeds the increases in Mexicans residing in the U.S. and their wage growth. Between 1995 and 2003, the official tally of Mexicans has climbed 56% and median weekly wage income has increased by 10%. Yet total remittances jumped 199%"

There was no obvious explanation for this disparity, apart from a lot more illegal immigration than the authorities were acknowledging.

HOUSE GOP MEMBERS TELL BIDEN 'FAR-LEFT' IMMIGRATION AGENDA CREATING BORDER CRISIS

Theresearchers at Bear Stearns looked at other indicators, tooFor example, they analyzed data on school enrollment and housing permit applications for multiple dwellings. In one instance, they found that some towns in New Jersey reported a 5-6% growth in population size. At thesame time, requests for housing permits were increasing by 600%.

"In major immigrant gateway cities," the study found, "the influx of immigrants has led to overcrowded dwellings and a housing boom unexplained by official population growth."

That was all 16 years ago, and in 2021, the party in charge is still assuring us that the number of illegal immigrants in this country has somehow declined by up to 10 million people.How insulting is that to even to float that idea? Consider everything that has happened since 2006: The amnesty for the so-called "Dreamers," the promises of mass amnesty, the endless caravans.

The 11 million number is, above all, a lie; one of the more obvious lies ever told. We're not social scientists, and it took about an hour for us to find this out.

Joe Biden knows this. In the summer of 2019, he more or less admitted the point of amnesty: To import as many new Democratic voters as possible.

BIDEN: We could afford to take, in a heartbeat, another two million people. The idea that a country of 330 million people cannot absorb people who are in desperate need and who are justifiably fleeing oppression is absolutely bizarre, absolutely bizarre. I would also move to increase the total number of immigrants able to come to the United States.

Of course, they won'ttell you the total number. They want you to believe it's 11 million, always and forever. By the time you figure out they're lying to you, it'll be too late to do anything about it, obviously.

This scaffolding includes configuration, data collection, feature extraction, data verification, machine resource management, analysis tools, process management tools, serving infrastructure and monitoring, explained Dr. Yindalon Aphinyanaphongs, assistant professor for thedepartments of population health and medicine in thedivision of general internal medicineat NYU Langone Health.

"A common way of deploying machine learning-based models is to use infrastructure-as-a-service resources," he noted. "Several cloud providers, such as Microsoft Azure and Amazon Sagemaker, offer solutions that help to create the scaffolding to deploy machine learning-based models and also provide many MLOps tools."

Apart from coordinating the nuts and bolts of the model itself, one challenge is getting data in and out of the model and into an electronic health record.

Common standards such as FHIR and HL7 can stream input data to these external services, but the exact specifications for building the data feeds, especially with HL7, can be tedious, Aphinyanaphongs said.

"Another challenge is model sharing, which is why NYU Langone Health wanted to align with Epic in its vision of the future of cognitive computing," he explained. "Epic envisions model sharing as being as simple as possible, and easily transferable between customer sites.

"Epic's cognitive computing platform is a turnkey solution toward model deployment that integrates directly with the EHR," he continued.

"The platform addresses the needs of data collection, feature extraction, machine resource management, serving infrastructure and monitoring. It also has just enough features that we don't have to use resources to manage the infrastructure for deploying our machine learning models."

The platform addressed the aforementioned challenges. First, by specifying columns in reporting workbench reports, NYU Langone Health staff can get specific data out of the EHR in real time with a fairly broad set of transformations.

Second, staff were able to share the model with a partner using the Turbocharger package that came with it, and they were able to install the model with the full infrastructure in a matter of hours.

"Epic's platform is ideal in that it is completely passive and happens in the background," Aphinyanaphongs said. "Our organization is an Epic cognitive-computing-platform-first organization, and we always consider whether we can deploy the model in the infrastructure we have first before considering external deployment solutions."

Not every data point is available in Epic, and staff hasintegrations with multiple vendors where its data feeds require additional solutions, he added.

"It took us about seven weeks to deploy a COVID-19-favorable outcome model in the Epic cognitive computing platform, which has been running passively in the background since May without any hiccups," he noted. "We also have shared the model package with two other Epic customers who are in various phases of champion-finding and deployment."

Aphinyanaphongs offers his peers some advice about adopting machine learning and cognitive computing technologies.

"Other organizations should carefully evaluate how they want to spend their data science resources," he advised.

"For myself and my team, we want to focus exclusively on proof-of-concepts and building models to solve problems at our institution, rather than spending time on infrastructure and scaffolding. Turnkey deployment platforms allow targeted resourcing to go toward driving value rather than managing servers."

The Machine Learning and Big Data in Risk Evaluation PhD Scholarship – News – The University of Sydney

1. Background

a. This Scholarship has been established to provide financial assistance to a PhD student to undertake research funded by an ARC Grant headed by Buhui Qiu within the University of Sydney Business School.

b. The project will develop an innovative machine-learning-based approach for measuring, monitoring and evaluating bank lending activities and risk disclosures to take advantage of the big data available. It will use multidimensional data to produce more relevant metrics for assessing bank risks and risk disclosure quality and apply them in regulatory policy evaluation. The project findings will significantly advance the knowledge on mitigating banking misconduct. They will also equip regulatory authorities with an efficient monitoring tool and an early-warning device to promote better lending and risk disclosure practices, and foster a more transparent and stable financial system to support financial intermediation in Australia and worldwide.

a. The Scholarship is offered subject to the applicant having an unconditional offer of admission to study full-time in a PhD within the University of Sydney Business School at the University of Sydney.

b. Applicants must be willing to conduct research into the ARC project mentioned above.

c. Applicants must have Dr Buhui Qiu and Dr Eliza Wu on their supervisory team within University of Sydney Business School.

d. Applicants must hold an Honours degree (First Class or Second Class upper) or a Master's degree in a related field with a substantial research component.

a. The successful applicant will be awarded the Scholarship on the basis of:

I. academic merit,

II. curriculum vitae,

III. a preliminary research proposal which demonstrates an understanding of, and interest in, the area of research

b. The successful applicant will be awarded the Scholarship by the nomination of a selection committee consisting of the Buhui Qiu, an academic supervisor, and the Director of Doctoral Studies in the University of Sydney Business School.

a. The Scholarship will provide a stipend allowance of $35,000 per annum (fixed rate) for three years subject to satisfactory academic performance. An extension of 6 months is possible upon approval from Associate Dean Research.

b. The Scholarship will provide academic course fee for 12 research periods for a PhD student, subject to satisfactory academic performance. An extension of 2 research periods is possible upon approval from Associate Dean Research.

c. The Scholarship is for commencement in relevant research period in which it is offered and cannot be deferred or transferred to another area of research.

d. No other amount is payable.

e. The Scholarship is subject to availability of funding.

a. Progression is subject to passing the annual progress evaluation, maintaining satisfactory progress in coursework and completing school research milestones.

a. Holders of the Scholarship receive up to 20 working days recreation leave every 12 months of the Scholarship and this may be accrued. Any unused leave when the Scholarship is terminated or completed will be forfeited. Recreation leave does not attract a leave loading. The supervisor's agreement must be obtained before leave is taken.

b. Holders of the Scholarship may take up to 10 working days sick leave every 12 months of the Scholarship and this may be accrued over the tenure of the Scholarship. Students with carer responsibility may convert up to five days of their annual sick leave entitlement to carers leave on presentation of medical certificate/s. Students taking sick leave must inform their supervisor as soon as practicable.

c. Holders of the Scholarship may receive additional paid sick leave of up to a total of twelve weeks during their scholarship for medically substantiated periods of illness where the student has insufficient sick leave entitlements available under Clause 6b above. Students applying for additional paid sick leave must do so at the start of absence or as soon as practicable. Periods of additional paid sick leave are added to the duration of the Scholarship.

d. Once female holders of the Scholarship have completed twelve months of their award, they are entitled to a maximum of twelve weeks paid maternity leave during the tenure of the Scholarship if she is the person who gives birth. Students applying for paid maternity leave should do so at least four weeks prior to the expected date of confinement. Periods of paid maternity leave are added to the duration of the Scholarship. Holders of the Scholarship who have not completed twelve months of their award may access unpaid maternity leave through the suspension provisions.

e. For non-birth giving scholarship holders, upon completed twelve months of their award, they are entitled to a maximum of 5 days paid paternity leave. Periods of paid paternity leave are added to the duration of the Scholarship. Holders of the Scholarship who have not completed twelve months of their award may access unpaid maternity leave through the suspension provisions.

a. The Scholarship recipient may not normally conduct research overseas within the first six months of award.

b. The Scholarship holder may conduct up to 12 months of their research outside Australia. Approval must be sought from the student's supervisor, Head of School and the Faculty via application to the Higher Degree by Research Administration Centre (HDRAC), and will only be granted if the research is essential for completion of the degree. All periods of overseas research are cumulative and will be counted towards a student's candidature. Students must remain enrolled full-time at the University and receive approval to count time away.

a. Holders of the Scholarship cannot suspend their award within the first six months.

b. Subject to relevant VISA conditions, holders of the Scholarship may apply for up to 4 research periods suspension for any reason during the tenure of their award. Periods of suspension are cumulative and failure to resume study after suspension will result in the award being terminated. Approval to suspend must be given by the Head of the Department/School concerned. Periods of study towards the degree during suspension of the Scholarship will be deducted from the maximum tenure of the Scholarship.

c. Subject to relevant VISA conditions, female holders of the Scholarship are entitled to up to an additional 4 research periods suspension (less any period of paid maternity leave) following each birth. The Scholarship holder should apply for the suspension within four weeks of the expected date of confinement.

d. Whenever an international student suspends his/her studies the university must report the suspension to immigration authorities and the student may be obliged to return to their home country for the duration of the suspension. Therefore, if an international student wishes to remain in Australia during a period of suspension of studies, they must contact the closest Australian immigration office within 28 days of the approval notice to seek approval to remain in Australia during the suspension.

a. The Scholarship recipient must notify HDRAC, and their supervisor promptly of any planned changes to their enrolment including but not limited to: attendance pattern, suspension, leave of absence, withdrawal, course transfer, and candidature upgrade or downgrade. If the award holder does not provide notice of the changes identified above, the University may require repayment of any overpaid stipend.

a. The Scholarship will terminate:

I. on resignation or withdrawal of the student from their research degree,

II. upon submission of the thesis or at the end of the award,

III. if the student ceases to be a full-time student and prior approval has not been obtained to hold the Scholarship on a part-time basis,

IV. upon the student having completed the maximum candidature for their degree as per the University of Sydney (Higher Degree by Research) Rule 2011 Policy,

V. if the recipient receives an alternative primary stipend scholarship. In such circumstances this Scholarship will be terminated in favour of the alternative stipend scholarship where it is of higher value,

VI. does not resume study at the end of a period of approved leave, or

VII. If the student ceases to meet the eligibility requirements specified for this Scholarship, (other than during a period in which the Scholarship has been suspended or during a period of approved leave).

b. The Scholarship may also be terminated by the University before this time if, in the opinion of the University:

I. the course of study is not being carried out with competence and diligence or in accordance with the terms of this offer,

II. the student fails to maintain satisfactory progress, or

III. the student has committed misconduct or other inappropriate conduct.

c. The Scholarship will be suspended throughout the duration of any enquiry/appeal process.

d. Once the Scholarship has been terminated, it will not be reinstated unless due to University error.

a. Where during the Scholarship a student engages in misconduct, or other inappropriate conduct (either during the Scholarship or in connection with the students application and eligibility for the Scholarship), which in the opinion of the University warrants recovery of funds provided, the University may require the student to repay payments made in connection with the Scholarship. Examples of such conduct include and without limitation; academic dishonesty, research misconduct within the meaning of the Research Code of Conduct (for example, plagiarism in proposing, carrying out or reporting the results of research, or failure to declare or manage a serious conflict of interests), breach of the Code of Conduct for Students and misrepresentation in the application materials or other documentation associated with the Scholarship.

b. The University may require such repayment at any time during or after the Scholarship period. In addition, by accepting this Scholarship, the student consents to all aspects of any investigation into misconduct in connection with this Scholarship being disclosed by the University to the funding body and/or any relevant professional body.
